I think it has to be larger to be an error. I can make as many errors as you need with my scissors.

Thought the same at first but cuts are dull and rounded if you look close

I would not consider this an error at all...just another defective note...When you get bricks of $20 or $50 there have been many times when notes in the bricks have had various types of cuts/missing portions/etc..  Even if this is done during the cutting process I don't see it as having any value beyond face value....especially since these types of cuts can be made by anyone after the fact as well...
I agree with Gary ..give me a pair of scissors and I can make some pretty neat designs :)

I seemed to have found this on a Journey $20. Odd.

I found these types of conditions in UNC notes in a bundle. Although it is likely true that cuts like these could be replicated outside of the production process and it perhaps is also true that these conditions may not have premium I would support a healthy curiosity about such conditions.

Often times when we question these things it may provide answers to other things that we may encounter.

Wonder what paper money would say if it could talk?
