Bringing Back Post Deleting and Editing

Deleting posts has been curtailed, and we hope to eliminate it altogether, as well as reducing the edit ability. We have reason to suspect that the privilege was abused previously.

Have the guilty been punished long enough can the rest of us have back what was taken?
