Just received this from seller on eBay.
Not the bill I bid on, won, and thought I had purchased:

Not a great looking note  :( How do you know its fake? The image provided is not great.

Very obvious colour bleeding throughout that note. Even in the serials. Inkjet note got wet. Notice the yellowey green on the right of the note. Unless it was dunked in yellow dye there's no reason why what's supposed to be Blue is greenish/yellow. The Serials look washed out to...but then again... that's my opinion. Hard to tell without having the note in hand.

Then return it.  If the seller tells you he does not accept returns, then make a complaint to eBay saying that you received something other than what you purchased.

I don't believe the note you show is counterfeit.  It looks like a real note that has been exposed to chemicals.  Another "fake counterfeit".  :D
