A fellow user at Where's Willy wants to register here at the CPMF but he can't because of the ISP-email only rule. His ISP doesn't offer email. I can understand the rule's original intent, trying to stop spam bots and the like from registering. But with fewer and fewer people using thier ISP's email service these days (if their ISP even offers it anymore), perhaps this rule no longer makes sense.

If you would like to deal with the spam posts that this rule is stopping, then we might consider changing it.  However, given the lack of volunteers around here and the amount of good that the rule is doing, it's staying in place.  There are all sorts of ways to get around the rule for those with some creativity, including using a work email, school, etc.
