As promised - Here is the photo of the face and back of the note showing the condition. As the photo shows it is an indent which is concave (holds water) as seen on the face and convex as seen on the back. Here are the particulars of the condition:
It happens at the same spot - Below the inside tactile feature on $10 notes
It has so far been observed only on FTV's
It has so far been observed on serial numbers from 0700000 to 1200000. Particular this condition is not seen on notes higher in the range of 2.0M, 3.0M and 4.0M.
It has only been seen on serial numbers that end in the range of 94 to 99 meaning serial numbers of the form xxxxx94, xxxxx95, xxxxx96, xxxxx97, 0000098, 0000099.
This condition has been observed on various positions on the sheet
While a condition like this could possibly be created after the note was released in circulation, the consistency of the occurence as described above points to something else that may have occured at the time of production.
