Can anyone explain the existance of the extra block after the right serial number?

Wow!  5 out of 7 digits are mismatched!  Looks like an 8th digit blank got inked and stamped.

It is interesting to note that a very similar banknote appears on p18 of the March 2003 issue of the Canadian Paper Money Society Newsletter.

The serial numbers are:
FDT1438656# . . . . . FDT8798746

The # represents the solid digit as shown above. Again, 5 mismatched digits.
