My mother has a 1 Dollar Bill from series 1 With George V on it. Is this considered to be a really low serial for the series?

Actually the B before the series number means that it is from series B.   There were 40,000,000 series A notes printed and 20,312,000 series B notes printed so series B is considered more desirable.  In addition there were 15,196,000 series F notes printed with French text.   Not sure that the serial number adds any value to your note, but either way it's a keeper.
