I think so, at least from my experience. Many collectors that I know try to purchase notes close to any type of changeover. For instance, the 1989 $10 BEF signature changeover occurred at 9.6M and I've seen a collector choose the a note with the serial number BEF 94***** opposed to a note in the 1M range (the condition and price was the same for both notes). Though in this case the collector did not overpay and would not have overpay on the book value- its just a nicer note to have since it is closer to the changeover. Whereas a premium would be, as you stated, for notes 0-999 after a changeover of any type. Personally, I had a $5 insert HOH 9200005 (insert range begun at 9.2M) - I must also add that I did not want to sell the note - and someone offered me a ridiculous price which I could not refuse. I would definitely pay more for a note from 0-1000 on a year changeover, signature changeover or even a beginning of a insert range. It just makes the note that much more appealing and rare.
