Continued from the HOZ post...having to do with the changeovers of the "In Question" notes to the regular notes.
Pretend there were 10 sheets only, skip numbered by 500, and they are 40 on.
Suppose the upper left note was 0001000

This means the lower right would go from 500-999, this completing a range of 20,000 notes.
Suppose the sheet that ends in 099 to 149 were the "in question paper layered onto the paper that is normal.
There would be 40 sub ranges of "In question paper" notes
Labelling columns with 1-5, and rows by A - H,
The "in question" ranges in this example would be:
0000099 to 0000149 (from position A1)
0000599 to 0000649 (from position A2)
0001099 to 0001149 (from position A3)
A4 and A5 follow the pattern
.....
0014099 to 0014149 (from position F4)
And so on....
This is very similar to inserts. BUT inserts are more straghtforward. If you set one sheet aside from inserts, then there is 499 more sheets in the now incomplete brick. I hypothesize that for inserts, the CBN would keep blocks of 500 sheets (maybe 250) all together in multiples otherwise it would lead to reaplcing replacements-- which would not be cost efficient. (CBN is a public company, this is a priority). The CBN does a pretty good job at keeping these things in their original blocks when making insert sections.
The "in question" notes are not inserts of course. The thing that makes them crazy is that there is the potential for them to not be put into the printing run in groups of 500 (like inserts are for $5s).
What this means is that unlike inserts, which are fairly clean in their ranges, the changeovers for the "in question" paper could be very messy. The example above just shows the impact that there would be if "In Question" paper sheets got mixed in "here or there" Result: 40 ranges! I fear that I may have found an example of that in this HOZ brick.
