A note that should not exist !

I have a friend who is not a member of this website who has found a 1991 $20 with serial number EVA 0000000. This note does not have a SPECIMEN overprint. He found it in a bundle about 10 years ago. He also kept notes number EVA 0000001 to EVA 0000009.

 I think note number zero should have been destroyed but I guess they made an error. Both notes are in UNC condition. I have been collecting banknotes for ten years and I have never seen such a note. These notes are not really for sale right now.
 
I have already sent a picture of the notes for the next CPMS newsletter.

The specimens had prefix EIA anyway.  Well it's hard to define this one...is it an error note, a solid radar, a rotator, a solid binary, or all of the above? 

Would be interesting to see how Charlton's would price this one!

The zero note is supposed to be pulled by the printer, guess it slipped by.

Knowing that in a recent past, somebody had smuggled out for many years numerous special number out from the BoC, I would not be surprised that this serie of low-numbered was made available via a not-very-legal-way....

Its already quite improbable to catch fresh out from bricks any low-numbered notes (under 1000), imagine just catch the "0000000".  I have much difficulties  to believe that it's happened by an error.  This note needed some help to get out...
