I tried taking a look at the note in Photoshop, but the scan is too poor of quality. The details are all blurred. I can definitely see some yellow where the BPN should be, but it's impossible to make out the number.
Simply for the purposes of identifying the number, if you provide me with a high-res scan, I can work some magic and make the number show up fairly clearly.
That said, the note is not worth any more than $5 given its condition. Even in UNC, it's a fairly common note that should be in any well-stocked dealer's inventory.
