hello. fellow collectors .
have this 1991 $ 20  is this note missing bpn? or hiding some where? 
here is a scan

EVA has an issue with BPN and without BPN, page 327, page 311, Charlton 21st ed.

This one is the missing BPN variety. It should be located on the right side of the note between the island and the large number 20 counter in the white area.

I don't see a BPN on this note, but it's possible the scan might not show it clearly. I'm going with No-BPN for this one.

I refer you to the article "1991 $20 Notes With and Without Back Position Numbers" by Martin Holzbauer
in the CPMS Newsletter 2002 Pg 41.

There are EVA notes with and without BPN.  Based upon observed notes, it is believed that the run from
EVA 0000001 to EVA 2440000 were all nBPN.
