Journey APV error

got today APV 3587340 f64 b 64 that is misscut....the last two letters of the word parlement are cut off on the right side of the note and appear on the left side of the note along with parts of the other words that are below them.

Is this a collectible error or just a variance in the printing process?

At first glance, sounds like an out of register something or other. A scan would be great- I am curious if the FP/BP is pushed to the opposite side of the note (the adjoining note numbers)
