if a bill is 3rd party graded does that ensure that it is not a counterfeit?

Generally speaking, yes, but people are not infallible, especially TPGs as we have countless examples of improperly graded notes.

You should go with a grading firm that guarantees the grade they give. That way if you get a counterfeit that they graded as real then they are liable for your lost. Only use well established banknote grading firms, with a good reputation and guarantees. It may cost a little more, but well worth it. When buying, only buy banknotes that have been graded by firms that meet the above criteria.

Are you actually aware of any TPG servivce that gives you a GUARANTEE. If so, what is the name of the grading service? And what do they actually guarantee you????

I think the OP meant that the grading service guarantees the authenticity of the note once it is slabbed.  I know he said something completely different, but I think this is what he meant.  Grading by its nature is subjective and cannot be guaranteed by anyone anywhere at any time.
