27,000 commission seems ridiculous. How much more money does it cost the auction house to sell that bill then say one that goes for $100? I think they should cap the commission. For example $1,000 max. If anything that bill helped advertise the auction and brought more buyers to it. It makes more sense to me to sell it privately if it is going to lead to an extra 20,000-25,000. Does having it go in an auction really lead that to that much more of a profit that its worth paying 27,000? I'm sure if you let some dealers know it was up for sale, maybe post it in the forums that a bill of the magnitude was up for grabs the right people would find out about it and come calling.
