What does the little star icon next to a SN mean?

In the SNDB sometimes there is a little star icon next to a "low" or a "high" SN, but not always. What does it mean?

It indicates that the note has been confirmed with a scan.  Click on the bold serial number to view the image.

Any new highs or lows get flagged to ask that a scan be submitted.

Oh I think I get it. Please correct me if I'm wrong. If it's the first low ever reported for a given prefix, no scan will be asked. But if a note lower than the current low note is reported after that, it will be considered new and a scan will be asked.

If that's not how it works, it does not explain why for some lows I entered, which are new and which are the first ones entered for a prefix, I was not asked for a scan.

If you are an admin you are deemed infallible and will show as not needing confirmation.

That's a bit of a sarcastic way of putting it, but the end result is the same.  Because the vast majority of the notes I enter don't stay in my hands much longer than it takes to record them, getting scans is nearly impossible.  I unflag them as unconfirmed to make the visual display a little cleaner and make the job a little easier for the person who takes the submitted images and confirms the notes.
