Well, ranges are not just made up arbitrarily, so someone must have found and reported these notes.  In fact, the threshold is three independent reports.

I don't know how many were found Regent but I could share some of my info. My numbers for finding SNR's in the Frontier series is just shy of 1 in 6,000 with 0% change a finding that same SNR range twice. That doesn't mean you couldn't find a range twice but my numbers tell me that hasn't happened yet. Overall the most I have found was 5 Sheet Replacements in 1 brick with most falling to the 1 to 3 range, 1 being the most common 2 a little less common and even less so 3. The Frountier series is nothing like the Journey series when it comes to replacements. Although my numbers showed the Journey series replacements found to be relatively scarce the Frontier series replacements are next to non existent. I personally know of over several dozen ranges with no more than 3 found. Also add the fact that finding Frontier replacements has become exponentially more complex with much higher costs leaving many to abandon searching bricks altogether adding even more scarcity to these notes. Although I don't know the actual number of the range in question I would assume 3 until proven otherwise.
