I have heard that they have removed obscure notes from circulation, but I can not get paper notes from any branch of the TD and I am told that ALL paper notes are required to be returned and they are shredded. It doesn't matter what condition the notes are in ... all paper gets sent out.  Is this happening throughout the banking system?  Thoughts, comments???

Saving paper notes from the shredder ... one 'bill' at a time!! :)

Yes, this is normal.  Old series of banknotes are routinely withdrawn from circulation at the direction of the Bank of Canada.  This is done for several reasons.  When the banknotes in circulation are more-or-less all the same current series, it keeps things simple for banknote users.  It is also important in the constant fight against counterfeiters.
