Can anyone tell me if this serial number is a rotator: 8106018

Depends on who you ask, but as the author of the article that introduced Canadian collectors to this concept back in 2004, I suggest that the digit "1" is not rotatable as an upside-down "1" does not appear similar to an upright "1" in the fonts used on Canadian banknotes.

Furthermore, the definition as written in the Charlton Government Paper Money catalogue does not permit the digit "1" in a rotator serial number.

Other opinions may vary.  They would be wrong, but there's no law against having wrong opinions.
