Are these repeaters? I'm not sure how it works. Does the odd number have to be in the middle? (ex. 1129112)

Yes.  I think technically the sequence that is being repeated is "1129".  In that case just that the "9" doesn't get repeated because there aren't enough digits in the serial.  In the EAN note pictured the "0" breaks the sequence thus it's not a valid repeater.

The FS2777277 would be a repeater but the EAN0992992 is not a repeater because of what AL-Bob said (The 0 ruins it). I would keep it in my opinion most likely won't find that anywhere with a old series banknote
