PMG Grading

I have a question about PMG grading. I noticed there is a 1923 Dominion of Canada $1 note (dc-25n) for sale on E-Bay graded by PMG as Choice UNC 64. Unfortunately I can't post the picture of it, due to the sellers name being part of the photo, but I can't understand how it can be UNC 64. Aside from the front of the note being badly centered, there are a few small bends, a small crease, and possibly a little stain on the back of it. Am I missing something here? Does an UNC 64 include all the possible defects listed?

I emailed them to try to get thier grading standards and in a few short words were, no!

I find it funny that they don't make it public, we (collectors) need to know and compare for the standards for grading paper is all over the board.
