What do you fellows think? Is this an authentic error or did someone cut up a block of these notes to create this error? Any help would be greatly aprreciated.

From what I understand bank tellers had sheets of these and would cut them as needed, I guess they would cut say three sheets sometimes and were not careful. This type of thing is quite common, there is one in the 1900-Plaster thread.

Yes, these old notes where cut by hand by the tellers. Generally, DoC "errors" have to include (or exclude) part of the border, which this one does. We'd call it a "cutting error", but it commands much less of a premium than a BoC cutting error would, if any.
