So,is it a radar,a rotator,or both ?
Any ideas on value ?
I would grade it about ef.

Its a Radar, but not a rotator. In UNC the note is worth $125, because its in EF its worth $75.
It could of been a rotator if the 2ed 6 was a 9. Close one tho.  :)
