is this an insert?

I was told this note is an insert. I don't know where to get this type of information. Can anyone confirm if this is a regular issued note or an insert note?  :-/

Well I bought it but not because it was an insert nor because it was a radar. I wanted a note close to the 2004/2005 changeover and this is the best one I could find. It cost me $40.

Now it's a keeper for sure!  :)
