How close to the changover, before value increases?

example,

$50 AHJ for 2006 is confirmed starting at 2,281,000.   would 2,564,233 bring any added value in EF/AU condition?

I would suggest that pricing be consistent with low numbered notes such that any notes within 1,000 of the changeover have a premium beyond simply being a "changeover" note.

Hypothetical example: Signature changeover at HPG3000000. HPF is valued at $10 in G.UNC. HPG <3M is valued at $30. HPG >3M is valued at $20. HPH is valued at $10. If you had HPG2999964, I would attach a premium to that, making it worth perhaps $50 or more.

There were no changeovers in HOU, although there were two insert ranges, and the above note is THE LOWEST note from the first insert range.

I don't think this would be considered a change over note. This is a low numbered insert note. Printing date change overs for Journey series notes are listed on page 338 and I can't seem to find a listing in the Charlton catalogue for signature change overs.
