eje replacement with out of register cut

So I am at the bank and get a EJE replacement note in my travels.  I look at it and it is in EF-AU.

so i flip it over and it is cut out of error.  I cannot see the fpn.  Wow weird.   Try to show you a picture

How does the right margin look?

[edit]I caught polarbear when he was away from a PC and he said that the right margin was wider than normal, thereby confirming an out-of-register cut.[/edit]
