Just going through  the list of confirmed insert notes and I noticed that on the 2004 $20s there are at so many prefixes that have inserts in the exact same ranges.

EYT, EYV, EYY, EZB, EZD, EZF, EZI, EZJ, EZK, EZL, EZM, EZN, EZR, EZS, EZU,  EZV, ELA, ELB- all 9.720M -9.990M

I thought that the inserts were random. :o  How then is this possible or has someone just made up a range of numbers for the heck of it?  If I missed the answer to this question earlier, my apologies. 

Even so does someone have a reasonable answer to this question?  Please send me a message or reply here if you know.
