Found a nice UNC misplaced serial number today! BTA7647646 FP73 BP62

Just out of curiousity, if this was taken from a consecutive block of bricks, would this error most likely be found in each brick with the note ending with number 646?

Under traditional theories, yes, but if, according to some theories, the BABN notes are numbered individually, then it would likely be a single note, or one in a consecutive run of errors. Adjacent bricks would not, in that case, be affected.

Anyone else notice that the black bar on the left of the top note is missing, or is that something that's happened in the scan, or what?

That is the windowed security thread. You will notice that on each note, the exact positions of the exposed portion of the thread changes. It is that variation that caused what you are seeing above.
