2005 $10 error

Hey just saw this note on ebay the seller says that the note did not get finshed printing??? could have it been scrapped off?? the note dose not look right that just my thoughts ::) what do you think??

I also noticed this particular note.  It is hard to say about this note without looking at it first hand, in person.  As well, the note is circulated, so it's difficult to say if this was caused during circulation or during the printing process.
